NAACP. Recommendation 2A of the national NAACP Six-Point Plan for Educational Equity states: The federal government must ensure that all students have high-quality early childhood education that ensures literacy by the third grade.
The American Federation of Teachers, the 1.5 million teachers’ union headed by Randi Weingarten: “Teaching students to read by the end of third grade is the single most important task assigned to elementary schools. ” “No other skill taught in school and learned by school children is more important than reading. It is the gateway to all other knowledge.”
